The JR Institute intends to manage road vehicles, buses, utility equipment, aircraft, boats, trailers, and transportation services through qualified operators, preventive maintenance, documented dispatch, insurance, and risk-based oversight.

A well-maintained vehicle can still become unsafe through fatigue, weather, overloading, poor route planning, distraction, unauthorized use, or pressure to continue.
The Institute should authorize operators carefully, inspect and maintain assets, plan missions realistically, and preserve the authority to delay or cancel travel.

This policy is intended to apply to Institute-owned, leased, rented, chartered, borrowed, or otherwise controlled cars, SUVs, trucks, buses, utility vehicles, forklifts, trailers, aircraft, boats, support vessels, and transportation services.
Operators should be authorized according to license class, vehicle type, training, experience, safety history, medical fitness, insurance requirements, and assigned duties.
Assets should be assigned or dispatched through approved procedures that identify the operator, purpose, destination, passengers, cargo, schedule, and expected return.
Personal use, family use, commuting, overnight custody, executive assignment, and emergency use should be governed by written rules and appropriate tax and insurance treatment.
No title, position, deadline, or passenger preference overrides an operator’s duty to decline unsafe operation.
Each asset should have an inspection and maintenance program based on manufacturer requirements, hours or mileage, operating environment, regulatory obligations, and observed condition.
Safety defects should be reported promptly, documented, and corrected before return to service. Maintenance records should identify parts, labor, inspections, approvals, and deferred items.
Road operations should address seat-belt use, passenger capacity, cargo securement, distracted driving, mobile devices, speed, weather, parking, towing, backing, fatigue, and roadside emergencies.
Buses and group transportation may require passenger manifests, pre-trip inspections, emergency equipment, evacuation briefings, accessible loading, and alternate-driver planning.
Aircraft operations should use appropriately qualified pilots, maintenance providers, operators, dispatch procedures, weather review, weight and balance, flight planning, passenger briefings, and operational risk assessment.
Executive or research travel should not create pressure to depart, continue, land, or accept conditions outside approved operating limits.
Boat and dock operations should address operator qualifications, passenger capacity, flotation devices, weather, navigation, communications, fuel, fire protection, loading, slips, shore power, and man-overboard response.
Larger vessels or expedition activities may require formal voyage planning, crew qualifications, medical capability, maintenance programs, and external compliance review.
Fuel stations, aviation fuel, marine fuel, electric charging, batteries, and alternative-fuel systems should be managed through compatible equipment, fire protection, spill control, labeling, inventory, inspection, and trained personnel.
Fleet systems may collect location, speed, mileage, diagnostic, video, access, fuel, and operator data for safety, maintenance, dispatch, theft prevention, and incident review.
Monitoring should be disclosed, limited to legitimate purposes, protected from unauthorized access, and retained only as long as necessary.
Collisions, injuries, damage, spills, mechanical failures, aviation or marine incidents, citations, theft, or near misses should be reported promptly.
Response should include life safety, emergency notification, scene preservation, insurer and legal reporting, testing when required, equipment inspection, investigation, corrective action, and authorization before return to service.
